Start by preparing the fries. Rinse the peeled potatoes and cut them into thick fries. Soak the fries in cold water for about 30 minutes, then drain and pat dry.
In a large pot, heat vegetable oil to around 350°F (175°C) for frying.
While the oil is heating, make the batter. In a mixing bowl, whisk together the flour, baking powder, and salt. Gradually add the cold sparkling water (or beer) while whisking until you have a smooth batter.
Dip each fish fillet into the batter, allowing excess batter to drip off.
Carefully place the battered fish fillets into the hot oil and fry for about 4-5 minutes on each side, or until they are golden brown and crispy. You may need to fry the fish in batches.
Once the fish is cooked, remove it from the oil using a slotted spoon and place it on a paper towel-lined plate to drain excess oil.
Fry the potato fries in batches until they are golden brown and crispy, about 4-6 minutes per batch. Remove them from the oil and place them on a paper towel-lined plate to drain.
Season the fried fish and chips with salt and pepper while they are still hot.
Serve the fish and chips with lemon wedges and your choice of tartar sauce or ketchup for dipping.
